There are many methods to overcome this problem but the simplest method is via windows registry editing.
1. Make the .reg file
Copy-Paste the following code to a new notepad document and save it as something.reg. Don't forget to set 'All Files' in Save as type.
Windows Registry Editor Version 5.00 [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System] “DisableTaskMgr” =dword:00000000
2. Run it
Execute it by double clicking. It will ask you permission, just grant it. There you go. Task Manager is ready now.
Also it is recommended to install a good antivirus and perform system scan. The disabled task manager is just a symptom which means your system is affected by some kind of malware and your privacy is under risk.
